Villain believes he's getting rid of Don by sending him to a rough and dangerous place. Instead Don will be pleased if there's plenty of combat and opponents who can actually put up a fight. If one really wanted to hurt Tang, they would need to give him a safe job behind a desk. He would have gone insane in a month.
