@HaikenEdge, I recall correctly, it's because since he has only recently started production of black powder, and has a limited amount of saltpeter to begin with, he only has a very limited amount of it available for use in explosives, especially since he is reserving most of it for use in the firearms he is still producing.

If they had those type of explosives, why did they not just create a minefield or a trench of explosives outside the walls?
